About The Northside Community Development Fund
The Northside Community Development Fund was established in 2000 as a subsidiary of the Northside Leadership Conference and is a Community Development Financial Institution certified by the U.S. Department of Treasury. The Northside Community Development Fund provides loans and financing for businesses and real estate development projects throughout the Northside of the City of Pittsburgh. The Fund also promotes community development on Pittsburgh’s Northside by:

Providing financial products and technical assistance to encourage business expansion and job creation.

Offering financial products and technical assisntance to stimulate entrepreneurship and encourage the development of women- and minority-owned businesses.

Leveraging resources for housing development to increase development capacity and production.
Our staff works with businesses and community organizations to insure that our customers receive the help they need.
Mark P. Masterson, Executive Director
Mark Masterson has had an extensive career in community and real estate development over the past 25 years. He served as a community organizer with the East Allegheny Community Council, established the Real Estate Development Program at the Northside Leadership Conference, and established a successful private real estate development and consulting firm. While employed with the Northside Leadership Conference in 2000, he helped create the Northside Community Development Fund, later served on its Board and became Executive Director in 2007. Mr. Masterson received a Masters of City and Regional Planning Western Kentucky University and a Bachelor of Arts from Thiel College. He resides on Pittsburgh’s Northside.
Donna Allison, Investment Officer
Donna Allison has 12 years of experience in community planning and community economic development. Prior to coming to the Northside Fund, Ms. Allision served as the Community Planning Coordinator for the Northside Leadership Conference and was responsible for overseeing the development of community planning initiatives in five Northside neighborhoods. She received a Bachelor of Arts degree in Urban Studies in 2000. Ms. Allison resides on Pittsburgh’s Northside.
Diane Mercer, Loan Officer
Diane Mercer has served as the Loan Officer of the Northside Fund since 2007. Prior to coming to the Northside Fund, she served as a lender with Citizens Bank and with National City Bank. Ms Mercer has more than 20 years lending experience and also has worked as a bookkeeper/accountant.
